@BigxBoyxBlue if she's the one in the closet held by the raincoat cult, you must save her. simone must be saved, that fatty that pigs out must be saved, the guy with the shotgun you meet while escorting isabella keyes to the safehouse must be saved, you must get the calls when the case files become active, and paul must be saved, otherwise you'll miss one of the calls.

i think it has to do with reading the whole call, cutting him off won't lock it. all you have to remember is between each case file, make sure your not on the rooftop leading to the safehouse, the safehouse itself or even the heliport when it begins, otherwise you'll miss a call. i was caught by a zombie after answering a call and missed a call completely, i still unlocked it. remember between the beginning of each case, wait for the call before coming to the safehouse.
