Looks like an "air hogs" engine.

its a oscillating cylinder which has a small hole in it and as it goes back and forth the small hole lines up with the corresponding holes for intake and exhaust in the upright causing movement

George Luhrs put into limited production a working four-stroke gas engine which is only slightly bigger than that thing. It comes ready to run, all you have to supply is an ignition coil, oil and some gas.

if not what makes it stop going in for a split second?

My steam models are all powered by compressed air.
At top speed this one is running on 10PSI
