I built a version of the 'Modified Harvard Powder Disperser' I found in a paper online. A disc with 8 'measuring' holes drill in it rotates. During the pause period one hole is aligned under the hopper and the other is aligned over the exhuast hole. Infrared LED and phototransistor use the larger holes for timing. This works reasonably well, but it needs something to help the powder eject from the measuring hole.
