There is a much easier method without having to download software that don't need.

1. open regedit and navigate to "HKEY_LOCAL_MACHINE\SOFTWARE\M­­icrosoft\Windows\CurrentVersi­o­n\Authentication\LogonUI\Bac­kg­round" and look for "OEMbackground" if its not there, then add a key "REG_DWORD" and set the value at "1"

2. navigate to "C:\Windows\System32\oobe" and look for or make "info" folder, inside that folder make "backgrounds" folder and place your pic in it and rename it "backgroundDefault"
