WX... news flash for ya, if you build near a refinery you run the risks, the refinery was built in the 40's, way before any residentials were even close to the blast zone. When the city planners decided to build closer to the plant they were warned not to. There is actually a report that puts the blast radius a lot further back into the residentials. This is not second hand, I read it. The city commissioned a 2nd report that had numbers they liked and went with it.
