On September 25, an area of convectional cloudiness associated with the monsoon through formed 410 km (280 mi) to the southeast of Palau.[155] Satellite imagery showed a consolidating Low Level Circulation Centre. On September 27, the system began improving and showing a partial LLCC due to favorable conditions and was also located under moderate vertical wind shear, whilst the JMA upgraded the system into a tropical depression. On the evening of that day, the JTWC issued a Tropical Cyclone Formation Alert. On the next day, JMA reported that the depression intensified into a tropical storm, submitting its international designated name, Parma. Also, on the same day, JTWC upgraded it to a tropical depression. On the next day, JTWC again upgraded the depression into a tropical storm. And, by early September 30, due to the storm moving through warm water temperatures, the JTWC and JMA upgraded it to a Category 1 typhoon. Satellite imagery also began showing that an eye-wall structure had formed.[156] Intensification continued into in the morning of the next day, reaching Category 3 status. Then, after four hours, Parma rapidly strengthened to a Category 4 super typhoon, becoming it's peak strength. Different weather beaurues forecast that Parma will reach category 5 super typhoon. However, it was declined in the afternoon of October 1 because the eye of Parma is begin to denuded due to it's movement in unfavorable condition. Weakening of Parma continued slightly while moving through Cagayan area, then by Midday of October 3, it was downgraded into a category 3 equivalent. Then before it made its landfall over northern Cagayan at 1:00 pm PST/05:00 (UTC), it was downgraded again into a category 2 typhoon.

On September 30, at 2:00 pm PST (0600 UTC), Parma entered the Philippine Area of Responsibility with a maximum wind speed of 120 km/h. PAGASA named the new typhoon as Pepeng and its location was approximately 520 km east of Borongan, Eastern Samar.[157]
