The bridge was bombed by serbian and croatian partisans to mislead German armies who trapped them in a sack. It was the only way out of it, leading to a sector which was assigned to weaker Cetnic troops. Partisans did convince the Germans they were ready to attack frontally.
Then they secretely rebuild a passage close to water, so the bridge looked destroyed to aerial surveillance, while it was efficient.
Germans discovered the trick, but in the meanwhile partisans fled on the other side.

Why was the bridge left unrepaired?

Because of the history. It's a museum. The bridge destroyed Tito's partisans.
