Robert Lederman arrested on steps of US Capitol in 1997 while giving out leaflets on the NYC street artist lawsuit then pending before the US Supreme Court. The Federal Court ruling in Lederman v United States about this Washington DC arrest overturned the permit requirement to protest on

This was a "special day", that ultimately lead to
Robert Lederman and the Federal Court System to change the law;
allowing individuals to hand out leaflets
on the Capital Steps. Perhaps one of the main reasons
the First Amendment was created for in the first place.
