Yes unfortunately they need the power to run the 10 story neon sign in Kunming and to support the Three Gorges Dam further downstream. Instead of doing a small project on the flat water above the gorge (and thus fulfilling their power needs and saving one of their coolest tourist attractions), the dam is going somewhere at the bottom of the gorge, flooding the rapids and displacing 80,000 people. The best hope is that this one will be so outrageous that it might halt nearby hydro projects.
