AS of 5/2011: Get on F.B., go to "Acct" (upper right), "Acct Settings," Select "Facebook Ads," then "Edit third party ad settings," and select "NO ONE."

In the current Facebook design: first you log in, then you click in "Account". Then you click in "Application Settings". After that you can edit or remove applications.
