It looks like artifacts. Is your card overclocked? Artifacts show up when your card is losing stability. If you are overclocked, bring it down a tad...at least when you play Anno. The temperature on some people's cards is going way too high with this game. That could also cause instability and artifacts. Download a free temperature monitoring programs so you can check how hot your card is getting. You can crank your gpu fan speed to 100% with free programs to help. And/Or add another case fan.

I had a similar problem with another game and I later noticed it occurring in other games as well and getting progressively worse. It could be that your video card has overheated and was damaged since that was my problem.
