Yes it's true! When I watched the movie, at the beginning of the scene, i tought that there was something important with the white car but no, nothing! It's weird!

the use of the tormbone shot in goodfellas is the following:
at this point in the film Henry is learning that Jimmy in fact isn't his friend or is working for his best interest, thus the shot pretends to show how the world is falling on Henry as his problems accumulate over him.

It makes the background look unnatural and threatening and creates a paranoid atmosphere, which is how the main character feels after he realizes that his friend plans to kill him
