You can't compare Jacky to Paul or Hworang as if they're the dominant characters and Jacky's just mimicing them. Jacky Bryant is one of the first 3D fighting game characters ever created. Paul didn't come till after Jacky and Hworang came way late in the game. There have no similarities to Jacky whatsoever, the only exception is Jacky and Paul both have blonde hair.
