No, airsoft guns cannot be converted. This ATF agents knows that, and decided to make a ridiculously foolish statement rather than admitting the massive mistake the bureau made. Its no surprise people hate the police and government authorities in general when deceitful shit like this happens.

I know exactly what happened. They scanned the cargo on import, saw a bunch of metal guns and said 'OMG guns, let's raid him.'. They went to his business and raided the guns, saw they were fake and freaked out and tried to make up a lame excuse so they wouldn't look dumb. Mission failed I suppose.
