There is a non-profit organisation called the "United College Negro Fund" whose specific mission is to fund tuition to attend PRIVATE African-American colleges. It is quite obvious that Reagan was referring directly to this organisation but fumbled with the name. It is, simply, outrageous that Maddow is projecting some sort of nefarious racist undertone to Reagan's response. Reagan didn't name the organisation; Blacks did (indeed, the organisation exists today still with the same name).

Clearly, Reagan was starting to suffer the effects of at the very least mild cognitive impairment, if not the begining stages of dementia.

His answer was scattered at best. If he had been more with it, he would have answered better.

@Mr40acresandamule Slaves didn't take care of themselves thats why they were someones property.The master took care of them,making sure that they were fed,clothed and housed.Slaves did what the master instructed them to do.Like keep watch over the property,make sure other slaves were working hard hence the word "cracker" was someone whether black or white cracked the whip.The Republican party doesn't have a hard time relating to blacks.They just have a hard time relating to the middle class.

Acting like a slave? Slaves took care of themselves, they took care of their master when they were sick, they made sure their master's property wasn't threatened. I understood what Reagan meant. The premise of this show was ask why are conservatives outraged at the President giving a speech to school children? Also, It is no doubt that conservatives and Republicans have a difficult time appealing to blacks. It is a shame to suggest that blacks want handouts as a reason for voting Democratic.

Reagan didn't have a good relationship with the black community. He received 14% of the black vote in 1980, but received 9% in 1984. Reagan built his coalition based on fear of a powerful government, a government interfering with state/local issues. However, that BIG government played a major role in bringing blacks into full economic, social, and political citizenship in the U.S. Reagan ran against which appealed to racial fears of white Southerners and ethnic whites in the Midwest/North.

And they wonder why the GOP can't win the black vote. You would think they would be more respectful to the first black president. Black people who vote for Obama didn't expect the right to bow and kiss his feet, they thought they'd work with him in getting problems solved. A old white lady told me she feared an Obama win because she believed the Republicans would not dare work with him and would despise everything he did.

Reagan was born in 1911 and raised in an era when it was an every day occurrence for a man to beat his wife. So, in keeping with the "logic" of a lot of users here, it would have been perfectly acceptable for Reagan, and other people from his day, to beat their wives; after all, he was "...from a different time." This was 1988, any white person, then and now, using that word would rightfully be called a racist pig.
