There is a non-profit organisation called the "United College Negro Fund" whose specific mission is to fund tuition to attend PRIVATE African-American colleges. It is quite obvious that Reagan was referring directly to this organisation but fumbled with the name. It is, simply, outrageous that Maddow is projecting some sort of nefarious racist undertone to Reagan's response. Reagan didn't name the organisation; Blacks did (indeed, the organisation exists today still with the same name).

Reagan didn't have a good relationship with the black community. He received 14% of the black vote in 1980, but received 9% in 1984. Reagan built his coalition based on fear of a powerful government, a government interfering with state/local issues. However, that BIG government played a major role in bringing blacks into full economic, social, and political citizenship in the U.S. Reagan ran against which appealed to racial fears of white Southerners and ethnic whites in the Midwest/North.
And they wonder why the GOP can't win the black vote. You would think they would be more respectful to the first black president. Black people who vote for Obama didn't expect the right to bow and kiss his feet, they thought they'd work with him in getting problems solved. A old white lady told me she feared an Obama win because she believed the Republicans would not dare work with him and would despise everything he did.

Clearly, Reagan was starting to suffer the effects of at the very least mild cognitive impairment, if not the begining stages of dementia.
His answer was scattered at best. If he had been more with it, he would have answered better.
