In Austria you are registered automatically. The same goes for my country, Israel: When you get your ID issued, at the age of 16, you are also automatically registered as a voter in your region (though you only acquire the right to vote when you turn 18). In some countries this registration process is not automatic - you have to do it yourself. If I'm not mistaken, the only state in the US where you don't have do register is north Dakota.

That's the real point here...
The more minority folks and poor people get the chance the vote the weaker the republicans get. ACORN represents an existential threat against the republican party. Ironically repubs can be blamed for being so careless and harsh when it comes to minorities.

Go look up "southern strategy." Along these same lines there's also a quote by Lee Atwater on his wikipedia page worth reading.
Part of this strategy was, when the Civil Rights Act passed, to make it as difficult and obscure as possible to vote.
Basically the right-wing in this country is racist and ruthless as hell.
