CDBG and HOME are valued programs, contributing to the local economy, serving households in need, maintaining and stabilizing neighborhoods, and providing the flexibility to develop partnerships and projects that are vital to the wellbeing and sustainability of Bridgeport.

The Community Development Block Grant (CDBG) program provides a number of tools that local municipalities can use to generate jobs, support the growth of business districts and promote overall sustainability of our neighborhoods and economic vitality. CDBG funds provide support to many non-profit public service programs, public facility improvements, housing rehabilitation activities, and economic development activities. Additionally, through the HUD Section 108 loan program, the City has been able to transform a small portion of CDBG funds into the Grow Bridgeport Funds for large, economic revitalization and small business development projects to reinvigorate downtown investment.

The HOME Partnership Program is the largest Federal block grant to State and local governments designed exclusively to create affordable housing for low-income households. The City of Bridgeport has created over 600 units of affordable housing as a result of this funding. Primary activities carried out by the City include: a Down Payment Assistance Program for first time homebuyers, rehabilitation of homes for both rental housing and homeownership opportunities, as well as the construction of new rental housing development.
