nearly ALL the guys you mentioned have gotten a chance ~ and they all had flaws that kept/keep them as role players
plastic Man, the Grahams, Carney, CDR, & Kris Joseph can't shoot at all. They are purely defensive wing players.
Flipside: JRich, JJ, Fernandez, Wes.... these guys are basically shooters (not sure why you put JRIch in there... he was an everyday starter when he was still in his prime).
No clue what made you pick "these guys" you could have named 100s of guys who didn't make it

Really this conundrum began during the 90's, from Jimmy King of Michigan's Fab Five, Stacy Augmon, Joey an Stephan Graham, Jason Richardson, Jimmy Jackson, Rudy Fernandez(technically he's foreign, but this still happened to him), Wesley Johnson from Cuse, Wesley's former team mate Kris Joseph, Rodney Carney an Chris Douglas-Roberts from Memphis, Sylven Landesberg of Virg, Tyler Smith of Tenn. All these guys are veristile/athletic an yet why is it so man wing men just dont get a chance in the NBA

ESPN has alot to blame for these guys not getting a real shot at becoming dominant players that they should hav been. They never ever ask the obvious questions-"Why isnt so-n-so starting?" or "I dont know why they dont utilize so-n-so's all around scoring repertoire?" Instead they usually just ignore the fact that jus a lil while ago these same dumbasses praised those same players saying that they were gonna be stars in the NBA.

Lamond murray, another in the long line of great, versitile, and athletic Shooting Guards/Smal Foward wing men who could score in any number of ways, who despite all that evntually became an X-Factor/role player in the NBA. His first three to four yrs for the Clips he was great an was improving, but then he got injurred. An from ther on he was a role-player. coaches in the NBA are notorious for under-utilizing great scorers an then eventually destroying their confidence.
