In this clip, Haiti's police chief fears rogue cops and corrupt politicians are in league with the gangs. Watch "Battle for Haiti" on PBS Jan. 11.

Last year, in the chaos of the earthquake that devastated Haiti, thousands of the country's worst criminals seized the opportunity to stage a mass escape from the National Penitentiary. One year later, the gang leaders are reasserting control in the capital, threatening the country's stability.

With unique access to the police units trying to hunt down the gangsters -- and revealing encounters with the gangsters themselves -- FRONTLINE examines the uphill fight to rebuild Haiti in the face of deep-rooted corruption and intimidation.

The film also offers intimate portraits of the fearful lives many Haitians are living, as the central government and judicial system routinely fail to maintain order. "Haiti is a nation that committed collective suicide some time ago," the chief of the U.N. mission tells FRONTLINE. If the gangs are not defeated, many now believe a new Haiti cannot be born.

  • Haiti is like this because of those powers of the world they purposely destabolize Haiti for their own benefits, they do not want a black nation to rise specially if it's the first black nation in the world, their intentions are not to help Haiti but to keep it the way it is, we all know that they can't fool us no more, they are the cause for many coup detat in Haiti, kidnapping presidents paying thugs to do damage, just heartless, but the Lord all mighty will take care of the devils

    seems a strange argumentation for a chief of police. just do your job. don't comment on what the leadership does.

  • That is a good documentary, but they twisted every single words the police chief has said. You guys can tell, they don't use caption when he talks, but they used caption for everybody else. They use a translator to translate what he says, and you can't even hear what he says when he talks. I think that is funny. Think about it.

  • I often wonder what the point of assisting a failed state with humanitarian and financial aid really is. If an outside power were to take over a coastal city, like the Brits did with Hong Kong, creating new systems of law, governance and property ownership while building infrastructure (like a functional deep water port, potable water, sewage and electrical services) and bringing in foreign investment, could greatly enhance the lives of many Haitians.
