Sounds medieval but actually composed in the XVIIth century by O' Carolan, an Irish harper contemporary to Vivaldi.

Clannad did a version of it, which might be where you heard it from.
It also sounds a hell of a lot like quite a few versions of 'raggle-taggle gypsies'.
