Because it is dubbed. In nearly all of the films he's done this decade more than half of
his lines have been dubbed.
He speaks too silently and my guess is that people are too frightened to ask him to speak
louder.

Just pretend that he's got a belt with holsters all the way around his waist, and each holster holds a loaded gun. So when he's empty, he just drops it and reaches for another gun. Kind of like something you'd see in a John Woo movie, but dorkier.
