I guess the only question is ,,, Was there or Wasn't there a Budget Shortfall?  If there wasn't, then there is no problem. However, if there is a Budget Shortfall, then the next question is how do we correct the Shortfall?

I'll give you a hint of what doesn't work. You Can't Borrow, Tax and Spend your way out of debt.
