Who says they need a lengthy explanation? Why not reveal the past more artfully, little by little, then drawing out the critical introduction? Or why not leave it to the viewer to question, leave the past a mystery for them to create with their imaginations? In a piece this length you don't have time for a lot of backstory, else you risk losing your viewer's interest.

VERY great job. With lengthy explanation of the apocalyptic new era, this could be an incredible movie. (Obviously it is a short, but just saying). Keep up the great work!
