If the initial confusion is overcome, I believe that ranked choice voting could indeed increase voter turnout. Increased voter turnout = a beautiful sight to democracy.
The voting method encourages more candidates into the field (more options for voters) and makes it unlikely that a candidate, even in a race with 16 candidates, will win without a simple majority. Also, people who would like to support a candidate with a small chance of winning can now give them their vote without feeling as if they wasted their vote.
