No. If no government could be formed there would be a military takeover.

The only to reduce crime is to build more prisons and make them a nightmare to be in. Have them like national service with screaming COs. Word will spread and crinmals will get scared to be put away and would think twice about crime. May sound a bit crazy but might just work
