Wheres "Install Themes" or "add new tab" cant find it NAYWHERE i dont know you to get new wordpress ive downloaded it already though!!

In WordPress 3.0 it's under Appearance > Themes > Add New (top tab on the right)

Hi, how can i have a fixed width at the center Page Content, i just notice that when ever I adjust the screen size of my browser the content of my center page will disarrange.
