Except the destruction of romulus was no one's fault, it was a natural disaster and spock was trying to help but nero was too much of an idiot to realise this and that while he was in the past for 25 years he could have warned his people.

actually, when nero went through the black hole, he is in an alternate reality, he realizes this, in this, romulus may never suffer destruction, his main goal is to make spock feel his pain, saving his people is null and void because of the alternate timeline

Er... no when nero arrived in the past he was not automatically in a alternate timeline, he created it when he destroyed the kelvin therefore creating the events that followed. But that change wouldn't affect romulus being destroyed by a completely natural disaster I mean why would it? Just like I'm sure that probe in star trek 4 will still be making it's way to earth. So why shouldn't he warn his people instead of punishing spock for helping? Because he's an idiot.
