They are and have been preparing right in front of peoples eye's ! but isn't that their purpose?
well yes, one purpose.....

Do you want to object to preparation and only cry conspiracy? or condone this spending as there are many more people that will be in need than self sufficient folks....

Read the signs people ! nothing looks right side up anymore! NOTHING !!!!
Creepy as this is, people are going to need help! will the help be located behind barbwire fences and high walls? yep !! why ? because of a number of reasons 2 main reasons would be

1. Protection
2. Control

Protect / control what? the food ,resources , survivors from " the bad guys"? this is not conspiratorial it's what you do !!!

BUT who are "the bad guys" ? Who controls the resources ?resources run out ! and that's when the " good guys " go from bad to worse ....

*** PREPARE & BE VIGILANT *** Remember that many handuots come from people that despise " useless eaters " !!!

Disaster Gives new meaning to the saying " will work for food " .....

The question is: what is the price that TPTB will ask / demand of you & other survivors with handouts of food, shelter, and protection when society has broken down ? !
