The second bounce comes off the top end of his arm + there's the movement of his arm = That's handball, it's there for everyone to see, as close to being a fact as possible.

This doesn't make him any less of a player, he's great, but people claiming the opposite are just wishfully hoping it isn't handball instead of actually looking at the footage.
