I don't think that is true, but the numbers I have seen show both races very close in number (40%). That is a misleading percentage because it is based off of total number of welfare recipients rather than total number of population. Black people make up 14% of the population while white people make up 74%. This means that if we had the same number of welfare recipients (whites at 40%) the black race would should only be at 6%.
