@ZZDaikun It's in a word, the original Legend of Zelda engine, with RPG Maker-like interfaces that make it easier to use. Everything you need is in the program itself. You don't need a ROM or Emulator to use it.

Is Zquest a ROM hacking tool, or is it a Fusion-esque program that spits out an EXE file?

Its an actual program that lets you make your own zelda quest, its not a rom hack its a stand alone program its kinda hard to explain really
