The government should use prisoners to do trash sorting. They could be paid with some of the profits. However, there has to be a market for the recyclables.
Dedicated conservationists! I know I don't do enough myself but at least I keep batteries, lightbulbs, and chemicals out of the garbage and dispose of them at a facility.
