  • it's actually an offset of a cloud texture, no empties were used in this, but your method works fine as well :D

  • Make a plane, subdivide it a few times, get a texture such as clouds and mess with its appearance a bit. Then go to the materials button and there should be some tabs beside Texture called map to and something else. One of those has a disp. button, click it and fiddle about with the disp. slider.

    Then it involves a bit of intuitive use of the Ipo Curve editor and a moving empty...
