There's no such act - that ad was simply untrue. We need to get to the underlying element that has driven costs up and fix that, and it's not the private companies - their profit margins are ~5% (pretty darn low). Check a text book - back around 1960, about 70% of Americans had private insurance, and it was considered an awesome thing. Now, we're at around 90% of people insured by private companies. What changed? Gov't intervention.
