What we see in the video is a plate of water with pieces of dry black pepper on it's surface.
A drop of liquid soap is being dropped, and as we know, soap decreases water's surface tension (which is what it's used for and why it's soap). The area close to the drop becomes soapy, weaker surface, and is rapidly torn apart by the surrounding normal 'strong' water.

Historical note: this was made during a milluim service in Gaza strip, trying to seek use for huge cans of black pepper we were getting every week.
