I didn't see a crew member at the crossing... My ideas:
a) trains pushing cars over a crossing should be REQUIRED to have a crewmember 'on the ground' to signal drivers to STOP.
b) ALL Trains operating over public crossings should be REQUIRED to have two qualified crewmembers in the leading cab...'Four Eyes'

You know what, this one usually runs M-F around 5 to 6PM and they usually have an engine in the middle.
