Dr. Kay Payne is an Associate Professor in the Department of Communication Sciences and Disorders. A Howard alumna, she earned her Ph.D. in Communication Sciences in 1982, specializing in sociolinguistics and cultural diversity. Since then she has become a leader in her field. In 1993, she was named a Fellow of the American Speech-Language-Hearing Association (ASHA). More recently, she received the prestigious Scholar/Mentor Award from the National Black Association for Speech, Language, and Hearing.

An authority on test-taking skills and cultural diversity, Dr. Payne is best known for creating the first software to improve the scores of minority students on the PRAXIS examinations for certification in audiology and speech-language pathology. Research suggests that poor test-taking skills are a critical factor in the poor test-taking performance of minority students. To assist such students, Dr. Payne has authored three best-selling books and 2 CD ROMs related to the PRAXIS. She has also developed two distance learning courses for the Praxis delivered via the Blackboard course management system. Many users of these materials attribute their passing scores to her.

In addition to producing test preparation materials, Dr. Payne has conducted professional development activities at institutions around the globe, including the Japanese Studies institute in Tokyo and the intercultural Curriculum Development Institute in Hawaii. She has also been awarded a Fulbright in Egypt, exchange fellowship in Brazil and China, a Ford Foundation Research Fellowship in Namibia, and a travel fellowship in Russia and Ukraine.
