How is "Such small things happen in big countries" a romantic phrase? What context would it make sense to use that sentence?

@nethackpro This phrase comes from a romantic movie that was very popular ("Dilwale Dulhania le Jayenge") and so everything that is associated with that movie becomes romantic as well. For anyone outside, it would seem ridiculous, though.
