Frictional stress that builds up along a locked subduction-zone boundary moves the Earth.
This animation shows the generalized relationship between GPS movement and strain release from an earthquake as occurred during the M8.8 earthquake. When the strain is released, the GPS receiver will snap back toward its original position. The GPS observations are consistent with the overriding plate moving west by about 3 meters near the epicenter.
