Over Flanders Fields is probably on of the richest examples in terms of changes made to an original game. More than four years of evolutions and improvements have been made to the original, Combat Flight Simulator 3, which came out in 2002.
WIth the new carreer mode due in november and the steady increae in content, RoF is definately the best investion for the future.
If you want to get the full package now and dont mind basic flight models (that represent the aircraft of the era well in terms of performance to the relative opponents) and not graphics not as sophisticated as in RoF, then buy Over Flanders Fields.
Both Sims have their strenghts and weaknesses, but a clear recommendation can be given for either of the two.
OBD is working on Phase 4 at the moment, release TBA.
I own both of the sims and I have to say, OFF is excellent in its content, the main issue for me are the simplye flight models, that still let CFS3 show through a lot. Having a pilot's licencse myself, RoF really feels like flying but as for now, still lacks content.
This can be overcome by mission editors however, especially for multiplayer.
RoF are constanly updating. When was the last update on OFF?
The FM in OFF is linear. The graphics poor. The immersion excellent, once you have skipped through 4 loading screens and two crashes. The interface unmanagable. Etc.

Actually, I've seen RoF, and it's still nowhere near good enough. OFF is, as of now, the true successor to RB3D.
If you want one-off flights, then RoF is a good choice. If you want WWI, then it's OFF.
