Gilman is a cannibal who slaughters outsiders who know too much about Innsmouth and then he eats their internal organs. The proof is the hatchet plunged into a heart which is located on the desk in Gilman's office. Gilman probably used the hatchet to cut the heart in half so he could feast on it! End of analysis.

@sonwukong666 But, in the document you find in his office you can read that he slaughtered a women and that he ate her liver. Direct quote:

@FCKundo its not hard to know how to find the combination. the hard part is trying to know the date in the freaking game. i looked everywhere and there was no calendars.
