Best way to do those is Start cutting with a BIG knife, Go deep and always use force. I suggest start at the spine, in this case if there is NO SPINE just keep cutting and repeat.

You can also tie a thread - NOT dental floss - around the base of the tag. Tie it as tight as you can and every day or so tighten it. The skin tag will lost blood flow, dry up and fall off on its own - probably in the shower. The nail clipper is the fastest method. The thread method is the least bloody.
FYI. Dental floss doesn't work because it's wax coated and you can't tie it tight enough.
