DEERFIELD TOWNSHIP, Ohio (WKRC) -- Warren County Deputies arrest a former police officer for a 19-year-old double murder in southern Kentucky.43-year-old Edward Carter is one of three men charged in the 1994 murders in Oak Grove Kentucky. The victims were killed at the new Life Massage parlor.Carter, along with Frank Black and Leslie Duncan, were indicted for the murders on Thursday. Carter's last known address was in Mason. A few months ago, Warren County Sheriff's Deputies established he was still in the area, with the use of a license plate reader system.On Friday, Deputies found Carter's SUV in a Deerfield Township hotel parking lot. They arrested Carter and took him to the Warren County Jail. He's held on one million dollar bond while awaiting extradition to Kentucky.Black was arrested in Alabama. Duncan is currently in jail serving three years for tampering with evidence in this double murder.
