And an even easier way to make a frame is to make a full size rectangle, layer it behind the picture, and then size the ractangle or the picture to the rectangle.

here is a much easier way:
1. right click on the layer you want to add a border too
2.choose alpha to selection
3.click select ->shrink-> 5
4. new layer
5. click select -> invert
6. use your bucket fill tool and choose FG colour fill
7. foreground colour in the colour you want
8. click between between the two flashing lines you see

an easier way is to select all then go to selection>shrink>how ever many pixels you want
then paint it whatever colour
