Thanks to TheSpectre3000 for clarification on what it this broadcast is:
"...this is the USAF HS-GCS network. These transmissions can be found on 4724kHz, 6739kHz, 8992kHz and 11175kHz to name a few frequencies."
MESSAGE:

"I SAY AGAIN"
R 2 A C I R V K D H A N D B Z V M C L 7 V [?] 4 X B Y P 6 (unintelligible)
(I believe the [?] is "Oscar", but can't quite make it out)
I'm sorry this is not a Number Station, this is the USAF HS-GCS network. These transmissions can be found on 4724kHz, 6739kHz, 8992kHz and 11175kHz to name a few frequencies. I have a few examples of the Emergency Action Message on my page. Quality receiver though and nice catch. 73's.

@TheSpectre3000 Thanks. I changed the video info and description.
It is a good receiver, but most of the time the frontend is overloaded, causing out of band interference. I have to use the attenuator a lot when using a large home-made loop antenna (piece of speaker cable wrapped around the bedroom).
