Yes, but I fear the community in even Canada is not strong enough to battle a problem like this.
When people are able to just walk by, and say "oh that's just a junkie" like its normal to have people shooting up heroin in the back alleys of what is supposed to be a grade A city. Well then we are kind of stuck in a dilemma aren't we? If people aren't willing to help our fallen brothers/sisters then there is no hope for them, the cure is love/help/passion for our fellow man.
