The UN hasn't had much relevance in the past decade. Ever since 9/11 it has proven impossible at preventing powerful states from acting as they want. While Moon has discussed UN reform the desire for reform is all but dead internationally. People don't believe the UN can be effective. Moon is just a symptom if he speaks up more his authority is likely to be ignored as it was after 9/11.
