Elena Panfilova, 43, runs the Russian branch of Transparency International, the world's premier anti-corruption organization; Ivan Ninenko, 28, is her deputy. In Russia, they have their work cut out for them. It's estimated that 26 percent of Russians are forced to give bribes for basic public services such as health care, education, or the processing of virtually any government document. Panfilova tries to educate Russians about their basic rights, since corrupt officials are less likely to demand payment from citizens who threaten legal action in response. "There's such an obvious relationship between corruption, degradation of quality of life, and minimization of the space for human rights," says Panfilova. "I believe that in our country, corruption is at the center of all other problems."
