I asked you where in the mandate does it dictate putting out empty bins or not picking up trash because there's no bin?
This is just plain stupid that I should have to put out empty bins to have my trash picked up.
I put out bins every three weeks when they are FULL.
I cannot wait for this mayor to leave town.

Yes, it is a scam. It's called a deal made with the recyclers to keep the cost down for Providence or they probably won't be getting the same contract deal.

Okay, and this tells me what, that there's a state mandate?
Please tell me how this explains why a single house needs to put out recycle bins in order for their trash to be picked up? Percentages of what is to be collected has NOTHING to do with me putting out empty bins on any given week if I have NOTHING to put out?
Please tell me why I cannot put out FULL bins every three weeks instead of bins with three bottles or no papers every week?
Show me the mandate that states that please.

What happens if my trash doesn't get picked up and I leave it on the sidewalk? I'll tell ya, there's like a $50 fine!!
What am I going to do, put out my paper recycle bin for three pieces of paper and my bottle bin when there's one can?

I would like to see where the state mandates this!
State law reads: "All municipalities that contract with the corporation for the disposal of solid waste shall prepare as an addendum to its fiscal year 2010 contract with the corporation a plan that includes a description of the process by which thirty-five percent (35%) of its solid waste will be recycled and fifty percent (50%) of its solid waste will be diverted beginning July 1, 2012."
