Although whoever recorded this in 1974, I think this also was done a few years prior to 1974, when Hackett was more well known. He was 50 in 1974, looks a bit younger here.
I wonder if GSN aired this PSA with other retro American Cancer Society PSA's when it aired around August-October 1997 (Pre GSN Dark Period when the Goodson-Todman game shows except TPIR and Family Feud 1994) during the LOST EPISODES where episodes of game shows I've Got a Secret, To Tell The Truth, Two for the Money, and Judge for Yourself (sponsored by cigarette companies) were shown weekends.
Definitely Conrad, no doubt. Does anyone have the PSA he did for smoking where he talks about his family and his dog? That one is great -

If that guy wants to look sexy he should do some situps instead of laying in the sun.

Maybe it is Conrad, but it sure sounds like Welles.

Sorry, guys, but that's not Conrad. I'm sure it's Welles.

Great find, WC! The voiceover, however, is William Conrad and not Orson Welles.

OOPS! This American Cancer Society PSA was to plug skin cancer, not smoking!
